The real number of sampled versus inspected homes cannot be pre-determined by simply dividing. Sampling protocol criteria as set forth by the California Energy Commission (CEC) must be followed. Sampling protocol requires to first conduct a HERS verification of one of every single plan type and option variation (based on square footage), then set those aside as the modeled plans. Then the HERS verification continues to inspect production homes to make sure there are not any recurring non-compliance issues. Once it is determined that the trades are installing according to the energy codes without recurring issues, then the spot-checking (aka sampling protocol) begins.
The CEC gives HERS Raters two options: Open Groups (1 in 5) and Closed Groups (1 in 7).
- Open group sampling is performed in batches of 5 to process and provide documents as each home nears permit sign off. Basically, documents are processed and provided for each home that has CF2R trade forms completed without having to wait for the other homes in that group.
- Closed group sampling is performed in batches of 7, however no documents for any of those 7 homes can be processed until all CF2R trade forms are uploaded to the registry by the subcontractors. Basically, the HERS Verification gets held up and cannot provide CF3R documents on any homes in that group until all 7 houses have CF2R trade forms completed. Then the entire group of 7 at one time is processed and provided.
